Devon County Council to Encourage Fly Tipping - Updated

From April 1st 2011, Devon Council County will start
charging for non-household waste that is taken to Recycling Centres. The minimum
charge will be £2 per bag. Another present from Conservative Controlled Devon
County Council after areas rejected Parking Meter Tax. We now have Recycling
Tax.
This has now been clarified - Charges will be levied on soil and rubble (including bricks, blocks, tiles, paving slabs, concrete posts, sanitary ware etc), plasterboard (including plaster and gypsum related products), bonded asbestos and tyres
brought to any Recycling Centres in Devon. All other household waste,
including garden waste, recyclables and general waste will still be
accepted free of charge.

All money collected at civic amenity sites will go directly to the contractor which runs them.
The Site Manager’s decision is final on the actual charge to be made.
So who will be monitoring what they decide to charge?
Where is the Environmental Impact Report? (With possible Fly Tipping, Burning and Other Disposal*)

What do we pay our council tax for? Answer: To pay for the resources needed to collect fly tipped waste. (When it should be paying for disposal when waste is taken to recycling centres in the proper manner). Simple except for Conservative Devon County Council who just push this cost on to another Council responsible for collection. The Council Tax Payer still pays, but now twice, once for whatever Devon County Council spend the money 'saved' and now for the other Council to dispose of it as well! More costs, decided by Devon County Council are then paid by the Tax Payer at the recycling centre, direct to the commercial operators. I wonder if there is 20 percent VAT on that for Dave?

ReportAlthough I wrote to the waste/re-cycling manager all I was told that it costs a £million to provide the service of disposing of bulding wasteper year. I cannot believe this. Leaving it to contractors top charge whatever they like is ridiculous - £2 for a small bag of rubble . THis is more expensie than the same amount of fresh mortar mix or sand!
This will certainly encourage fly tipping. AS one previous message says - what do we pay oour council tax for!?

ReportI have already written to the council stating that this is outrageous - £2 for a small bag of building waste! We pay high council tax charges already and this should be service that is prov ided. A possible small charge would be reasonable perahps but not £2 per bag.
I am sure this policy will encourage fly - tipping.

ReportIt took several phone calls to WDBC and about three weeks to have a bag of what I would say was an asbestos concrete mixture removed. This had been dumped by the side of the road. I am monitoring fly tipping in Tamarside. Please email me dumpedin@tamarside.org.uk for my details.

ReportHave already had a door dumped at the end of our communal lane. We live on Crowndale Road and feel that this is going to become a regular thing! Have already phoned WDBC to tell them and they are going to get the waste contractor to come and collect it. No doubt they will then take it down the road to the recycling centre. Have a feeling we will need the number on speed dial.
