The Title of this seems very formal. When I first found this website, I thought, Lynn Parr doesn't she ask a lot of questions. Does she not have any views of her own? OK I caught on after that, so I will have a go at answering this.
I call this event parking, all common sense goes out of the window. They have to park as near as they can to where the action is. It matters not who they inconvenience, the logic is if they don't park where there is a space, someone else will. Forget blocking the road...

Sounds formal - it surely is just plain lazy?
Years ago I decided to always park furthest away so the walk would wake me up and prepare me for serious interaction.
we need more exercise so apart from 'real' disabled parkign bays lets move parking where it blocks and let people walk more.

No you are right some people do try to park inside the store.
